Story Line: Inspired by true events. In wild 1989 Panama, James Becker, a rugged, decorated ex-marine, is sent undercover by his former commander Stark to execute a high-value deal with dangerous adversaries he can't trust. While navigating through the chaos of the local civil war, Becker must fight assassins, court femmes fatales, and negotiate with the enemy in order to complete his mission. With Stark always by his side, Becker must persevere against all odds in hopes of making it home alive. In 1989, James Becker, a former marine, struggled with immense guilt and despair following the tragic death of his wife. His days dissolve into a haze of alcohol, and he often finds himself passed out by her grave in their backyard. Stark, a defense contractor and former associate, approaches Becker with an unexpected opportunity—a secret mission that could help him escape his misery. Initially reluctant, Becker’s curiosity is piqued, and he agrees to meet the challenge.
At the government base, Becker is confronted by Stark and another agent, Burns, who exhibits skepticism towards him. Despite Becker's arrogance and lack of discipline, they lay out the mission: facilitating an arms deal crucial for U.S. interests in Central America. The CIA is maneuvering to assist Nicaraguan rebels while dismantling the influence of Panamanian dictator Manuel Noriega. The agency, seeking covert methods after their overt meddling was deemed illegal, devises a plan. Noriega offers a Russian helicopter in exchange for a hefty sum deposited in a Swiss account. The U.S. agrees to the deal, intending to hand the chopper over to the Contras, thus securing its interests while eliminating Noriega. Becker is assigned as a casino consultant in Panama, where he can operate undercover to facilitate the transaction.“Panama,” the latest offering from The Mel Gibson Movie of the Month Club, is the sort of instantly disposable action-thriller that wears its cynicism on its sleeve while laboring to grab attention with quick-cut visuals.
Those combine with more gratuitous nudity than you can shake a stick at — without, it should be noted, any sticks — to goose a narrative that is tediously predictable when not borderline incoherent. It is notable primarily for the presence of Cole Hauser, star of TV’s phenomenally popular “Yellowstone,” who earns his top billing by doing most of the heavy lifting for his sporadically glimpsed but frequently heard co-star. In terms of facilitating a transition from television to features, “Panama” may do more for Hauser than, say, “Macho Callahan” ever did for David Janssen. Hauser fully commits to his role as Becker, an ex-Marine who free-lances for the CIA, using his macho charm, intimidating snarl, and effortlessly authoritative physicality to great effect. Better still, he’s able to convincingly express just enough soulfulness to sell the cliché of a hard guy reduced to teary and boozy mourning after an unbearable tragedy — in this case, the death of his wife — before he’s recruited to shake off the blues and deal with bad guys by any means necessary.
